Instead of encoding that strange search term as hex, I treated it as hex and decoded It. It ends up that the first 8 characters form the word "main" (backwards because of Intel byte order) which is the name of the Cold Fusion page that has queries. So an example referrer query is http://kcs.pch.gc.ca/HRNetwork/hrmain.cfm?language=e&CFID=3698&CFTOKEN=7339 4378 which would be hex coded somewhat similarly to these mysterious phrases. which is using the CFTOKEN to remember context of query, but is not actually a query in itself.
