An "Error writing configuration file." usually means that you have a permissions problem, although it can mean other things. The user Summary is being run as must have full read/write/execute permission on Summary's subdirectories and read/write permission on the files they contain. By default Summary takes the first port from it's list that is available. Sudden switching of port numbers normally means that some other program is using the port. This could also happen if you are running more than one copy of Summary. Setting the port number manually won't help if another program is using the port.
