That message means that the remote server refused to allow a partial 
download. It also means that either the remote server won't tell Summary 
the file date and file size, or the date is more recent than what Summary 
last saw or the size is larger than what Summary last saw. The only 
option left is to download the entire file.

What FTP server software are you running on the remote machine? All of 
the better ones allow partial downloads.
