Yes, this is a bug. I have now duplicated the problem here and will have 
it fixed in the next release.

What appears to be happening is that the global setting for download 
sub-sub-folder is being used in the sub-reports instead of the sub-report 
specific setting. I can't think of any work around. You will have to 
avoid using sub-sub-folders in downloading for the moment.
