If you goto the Summary Main page, ie something like 
<http://www.yourmachine.com:9000/> which I will call </> for brevity, the 
links on that page will take you to the first sub-report that matches. 
But if you go to </menu> or </overview> or if you have main page 
redirection turned on, you will be taken to a report list. At least that 
is what is "supposed" to happen.

That might not be an ideal definition. I imagine that you expected the 
links on the Main page, </>, to take you to a report list. I am not sure 
why they don't. There was a reason once in the deep mists of ancient 
history. If no one can remember what that reason was, I will change it so 
those links also go to a report menu.
