I am not asking that Summary reports be translated into another language, 
but that the text of reports be available in way that we can translate 
them ourselves. This basically means take them from being hardcoded in 
code and being table driven from files or resources

Summary is only available in English. This isn't going to change any time 
soon. I will add your request to our wish list.
