Yes, that is turned on. However, I was mistaken in my first message, upon further looking it will only accept the config user/pass to get to any reports, then, when going to config it asks for them again. Otherwise viewing the sub-report list requires the configuration name/password. Summary prompts for the name/password, and failing to see the config name/password it takes you directly to one of the sub-reports.
