WebSTAR does not really "use" old log files of any kind under any 
circumstances, so the answer to the question you asked is no.

You can use both WebSTAR 4 and WebSTAR V log file with Summary, 
separately or at the same time. However, because of changes that were 
made to WebSTAR between versions 4 and V, it is difficult to report on 
logs from both versions in a single sub-report.
