Summary shouldn't have any problems with changing IP addresses or dynamic DNS systems unless you have set "IP address to serve on (blank is any)", on the Details configuration page. You need to leave that field blank if your IP address might change.

The error you are getting means that Summary was unable to open the port for serving reports. This could happen if the "IP address to serve on (blank is any)" field is set to an invalid value, or if the port is in use by another program.
