This is almost too obvious to mention, but someone might have turned off scheduled processing. There might be an explanation of the problem in the system event log, or in Summary's log file (summary.log in Summary's Data folder). Rebooting the machine, or removing Summary as a service and adding it back as a service again, might clear the problem. If you are running in incremental mode you could try restoring a recent backup (look on Summary's Tools page, a link to which appears on the main configuration page). You should also check the Program Status report to see if any error messages appear there. If any errors appear they will generally be in red in the sub-heading.
