Do you have "Treat "/x" as "/x/" if "/x/" occurs", on the Options configuration page, turned on? If so, that is probably your problem. "Treat "/x" as "/x/" if "/x/" occurs" should *only* be turned on if your server has the specific bug that it is designed to fix. That bug is getting to be very rare. If you turn that setting on and your server doesn't have that bug it can cause problems such as the one you describe.
