That is really strange. Perhaps Summary has stopped responding because 
the Carbon network layer is frozen. If Carbon networking was frozen, 
Summary wouldn't be able to release the port. I have heard of that 
happening in other applications, though it has never happened to me.

Summary is a Carbon application, so that it will be compatible with OS 9. 
The problem you are having is a bug in the Carbon application layer. 
Other kinds of applications wouldn't have this problem (Cocoa, BSD, etc), 
for example the command line version of Summary doesn't have this 
problem. Apple is no longer fixing bugs in Carbon, trying to force 
developers to drop support for OS 9.

I have been trying to continue OS 9 support for as long as possible, but 
I am finally giving in and will soon be starting work on an OS X only GUI 
version of Summary that shouldn't have this problem, or any of the 
several others that the Mac GUI version of Summary runs into because it 
is a Carbon application.
