When you first upgrade the report database is empty. Then you either 
restore a recent backing (if using incremental mode) or reprocess the 
logs (not using incremental mode). After that there will be information 
in the report database and you won't get that message any more.

Other things have changed, not just the application. There were numerous 
changes to the documentation for example, and the GeoIP database is 
different between those two versions. Therefore it is best to follow the 
upgrade instructions at <http://summary.net/upgrade.html#4>.
