In the default configuration, Summary looks for the first port that is available in it's list of preferred ports. If it changes from time to time it usually means that you have another service running on the machine which is sometimes using port 9000, which forces Summary to move on to it's second choice. You can configure Summary to use a specific port on the Details configuration page, and then it will only use that port.
