That sounds somewhat like the symptoms of the Apple DNS lookup bug that is supposed to be fixed in 10.3.7. Try using the IP address of the machine Summary is running on in the URL you use to access Summary in Safari, instead of the DNS name and see if that helps. Or, if you haven't already, try upgrading to 10.3.7 and see if that makes any difference. Rebooting the machine might also help, if you haven't done so in a while or if you have been force quitting applications recently.
