Summary for "Macintosh System 8, 9 and OS X" puts the documentation in a
folder called "Documentation". Summary for "OSX Command Line (Experts
Only)" puts the documentation in a folder called "docs".

I just double checked the 2.5.4 downloads and each version has the
documentation in the appropriate folder.

Is it possible that you have somehow mixed up different parts from the
two versions?
