This is almost certainly a problem with the FTP server, not with
Summary. Summary will download whatever the FTP server sends to it. If
the FTP server continues to send data, Summary will continue
downloading. If the FTP server stops sending data, Summary will stop the
download.
The exact symptoms you describe would be what an FTP server running on
OS X that was written using the Carbon API would do (because of an Apple
bug in their Carbon support). For example, the FTP server included with
WebSTAR would do this.
