On sub-report Disable Reports configuration pages Summary removes the
check box and grays/blues out the report name for reports that are
disabled on the global Disable Reports configuration page.

This seems unlikely, given what else you said. Reports which are grayed
out are disabled globally, you won't be able to see them unless you are
using the configuration name/password (which can always see all of the
reports). Perhaps you have seen them as being available when you
happened to be logged in with the configuration name/password, but they
are actually disabled.

You need to uncheck the global disable, then the report will be
available for all sub-reports and you can then disable it for only the
sub-reports that it should be disabled for.
