You can always get a complete list of what was added/fixed in each
release by looking at the release notes on the web site,
<http://summary.net/new.html>.

We added %%%IF-REPORT. It doesn't support an else clause, but it should
be sufficient to do what you were asking about a while back for the nav
buttons. Custom HTML header/footer code inside a %%%IF-REPORT %%%ENDIF
pair is included in the output only if it would be appropriate to have
page/report as test/spreadsheet buttons on the current page.
