You want to setup "Identifier for use in report URLs" on the sub-report configuration pages. This field allows you to give the sub-report a name which is used in the URL, which will then always refer to that sub-report. For example, if you set "Identifier for use in report URLs" to "rep20" then the URL for the report will be <http://ip:9000/~rep20/> and stay that way when you delete other sub-reports.
