Our logs have Time in the following format (which I believe is pretty
standard).

[28/Jun/2006:12:27:59 -0400] But in looking at the reports they appear 
to show the UTC times and are not adjusting for the UTC Time_offset.  Is 
there a configuration checkbox I can use to enable the off-set for the 
reports?
