So a time stamp of [28/Jun/2006:12:27:59 -0400] would indicate almost 28 minutes after noon local time in a time zone that is four hours ahead of UTC (eastern daylight time for example). Summary records log entries in local time, ie it ignores the offset from UTC. So the sample log entry above would be recorded in Summary as happening between noon and 1 PM. If your server is logging things differently, or you want to see your reports as if they were in a different time zone, you can adjust Summary's interpretation of the times that appear in the log files using "Number of minutes to offset times in logs" on the Time configuration page.
