[Summary-Talk] Visits and Unique Hosts

I am trying to explain, to a client, the difference between "Unique
Hosts" and "Visits" on a site where Unique Hosts are 54%, on average,
of Visits. As taken from the Glossary "...a visit is a sequence of
requests, all made from the same IP address, having the same agent
string, and with no gap between requests of more than 30 minutes." and
"The Overview, Daily, Weekly, Monthly, and Yearly Reports all have a
number called "UniqueHosts". This is the number of distinct IP
addresses visiting your site."
Assume for a moment, a large percentage of people using the site, in
question, originate their request from educational institutions and
various individuals within each institution use the site independent
of each other. Am I correct in suggesting the accurate number of
visitors lies somewhere between "Unique Hosts" and "Visits". If there
is a better interpretation, I am most interested.
Thank you,
